Important Take-aways from Scoping Meeting for CCICED SPS on “Global Biodiversity Conservation”

The Fifteenth Conference of the Parties (COP 15) to the Convention on Biological Diversity (CBD), which will be held in 2020, has an important historical significance. The research project of CCICED should work closely with other departments, including the Department of Nature and Ecology Conservation of the Ministry of Environmental Protection. Meanwhile, CCICED should give full play to the guiding role of top-level design building upon the research findings of the CBD Secretariat and the Biodiversity Assessment Project, and propose new targets based on the assessment of the work of the Aichi Targets. The outcome should also incorporate Chinese elements such as the Belt and Road Initiative, Ecological Civilization and so on. In addition, the COP 15 should pay attention to the goal of sustainable use of biological diversity.

We should summarize successful experience in biodiversity conservation in China to provide references for developing countries. More attention should be paid to biodiversity conservation related to people's livelihoods. It is essential to establish a framework of international and regional laws and regulations for the conservation of marine and freshwater biodiversity. In addition, the benefit-sharing of agricultural and fishery resources should be emphasized.

Efforts should be made to evaluate the insufficiency and experiences of the current biodiversity conservation, especially the Aichi Targets. We should share the path and experience of biodiversity conservation with Chinese characteristics, and promote the sustainable use of biodiversity as emphasized in the UN Sustainable Development Goals. The fragmentation of governance in the area of the Convention on Biological Diversity is also worth studying, with a view to enhancing synergies among the relevant conventions. We should gradually establish a coordinated mechanism of environment and development so as to tell the story of the successful experience of China.

There are conflicts between economic development and biodiversity conservation. For example, alleviating poverty in some areas may affect biodiversity conservation. Therefore, it is important to find a balanced pathway for a win-win accomplishment of development as well as protection.

As the organizer of COP 15, China should be ready for playing the transitional role, and assess the efficiency of the Aichi Targets in the past decade. We can carry out the research to develop a biodiversity index for the assessment. We should focus on the sustainable use of biodiversity, considering such actions as marine inceptions, and pay attention to the positive impact of overseas investment. Besides, we should raise public awareness of biodiversity protection, because public participation is also a very important part.

We need to prevent any negative impacts from developing BRI infrastructure on biodiversity protection, and raise public awareness to draw more people’s attention to the importance of biodiversity protection. It is significant to develop biodiversity cooperation under the Belt and Road Initiative. And it is also important to introduce China's experiences such as best practice guidelines and toolkits in this COP.

It is recommended for CCICED SPS “Global Biodiversity Conservation” in these 8 fields: post-2020 biodiversity targets, post-2020 biodiversity targets, biodiversity cooperation under BRI, China’s experience--best practice guidelines/toolkits for biodiversity conservation, communication strategy to introduce China’s eco-environment stories to the world, biodiversity partnership and stakeholder engagement, the importance of biodiversity conservation in building a community of shared future for mankind, and the role of NGO in COP15.

So far, the CBD Secretariat and EU have proposed some expected outcomes for the COP 15 in 2020. The reason why China has not yet proposed its own is insufficient understanding of the current situation of global and regional biodiversity conservation. This should be addressed in CCICED research. Other potential fields for CCICED SPS may include post-2020 biodiversity conservation targets, principles of sharing Chinese experience and toolkits.

Based on the shared benefits and future development of the mankind and the whole world, we should make the preparation for the COP 15 a joint effort among the international communities and various departments. It is essential to review and to summarize policies, laws, regulations, technical guidelines and case studies over the past three decades.

Now that China has strong leadership in the field of climate change, it is also anticipated that China would take strong leadership in the field of biodiversity conservation on the occasion of the COP 15. It is suggested that the conference should cover discussions on how to improve biodiversity conservation regulation systems in many countries, and provide alternative funding sources for biodiversity conservation in the future.

Traditionally, biodiversity conservation is based on species and landscape. We should pay more attention to biodiversity conservation in areas with vulnerable ecosystems. Alxa dessert is one of the successful cases in China. Sustainable use of biodiversity calls for more attention, and should be considered along with biodiversity conservation.
