On October 24 and 25, 2013, the Peripheral Diplomacy Work Conference was held in Beijing, which is an important conference for CPC Central Committee to well arrange diplomatic work in the new situation. The conference is mainly to conclude lessons, study and judge the current situation, unify thoughts, exploit the future, determine strategic objectives, basic guideline and overall layout in future five to fifteen years and specify the working roadmaps and schemes for solving major peripheral diplomacy problems.

　　General Secretary of the CPC Central Committee, State President and CMC Chairman, Xi Jinping, makes an important speech at the conference. He stresses that doing well in peripheral diplomatic work is necessary for China to achieve the "Two Centuries" objective and realize great rejuvenation of Chinese nation. He also encourages promoting peripheral diplomacy to win a sound peripheral environment for China's development, which will also benefit peripheral countries to realize common development.

　　Chairman Xi states that peripheral countries have important strategic meanings for China's development whether in geological positions or natural environment. We should consider peripheral problems and carry out peripheral diplomacy in a solid, polyphyletic and cross-time and -space viewing angle. We have found that China's peripheral environment changes a lot, and the relationships between China and peripheral counties vary greatly. China's economic and trading associations with peripheral countries become closer, and our exchanges are unprecedentedly close. This objectively demands China's peripheral diplomatic strategies and work to keep pace with the times and become more active.

　　Chairman Xi emphasizes that China's periphery is full of vigor and has obvious development advantages and potentials. China's peripheral environmental is mostly stable. Friendliness and cooperation are the mainstream policies of peripheral countries for China. We should take strategies and plans based on the consideration of global trend to do better in peripheral diplomatic work.

　　Chairman Xi points out that China's strategic objective for peripheral diplomacy is to abide by and serve the "Two Centuries" objective to realize great rejuvenation of Chinese nation; comprehensively develop relationships with peripheral countries; solidify friendliness with neighbors; deepen mutually beneficial cooperation; maintain and make full use of the important strategic opportunity period for China's development; maintain national sovereign, security and development interests; strive to promote China's political relationship with peripheral countries, solidify economic bond, deepen security cooperation and intensify cultural exchanges between China and peripheral countries.

　　Chairman Xi stresses that China's basic peripheral diplomacy guidelines are friendship and partnership with neighbors, sticking to the principles of helping, stabilizing and enriching neighbors, and highlighting the ideas of intimate, sincere, benefiting and tolerant. Developing friendly neighboring relationship with peripheral countries is China's persistent policy in processing peripheral relationships. We should keep good neighboring relationship and give mutual support; pursue equality and affection; meet and exchange frequently; do more beneficial things to make peripheral countries kinder and more intimate to China and meanwhile more recognize and support China, thereby increasing China's affinity and influence. We should sincerely treat peripheral countries to obtain more friends and partners. We should insist the principle of mutually beneficial when cooperating with peripheral countries to weave a closer network bearing common benefits, enhance fusion of two-party benefits to a higher level, make peripheral countries benefit from China's development, and enable China to obtain interests and help from the development of peripheral countries. We always advocate the idea of inclusion. We should emphasize that the Asia-Pacific area is large enough to accommodate common development, and promote cooperation with opener mindedness and more positive attitude. We should practice these ideas by ourselves to make them as the common ideas and rules obeyed and held by different countries.

　　Chairman Xi emphasizes that well doing peripheral diplomatic work in the new situation needs to strategically analyze and process problems, improve our capabilities of controlling the overall situation, comprehensively planning and practically operating so as to overall promote peripheral diplomacy. We should endeavor to maintain the peripheral environment and stabilize the global situation. Paving a peaceful development road is the strategic choice made by CPC based on the times tide and China's fundamental interests. Maintaining stable peripheral environment is the important objective of peripheral diplomacy.

　　We should try to deepen the mutual-benefit and win-win situation, integrate the resources in economy, trade, science and technology as well as finance to fully use our advantages, find and deepen strategic cooperation opportunities with peripheral countries to realize mutual interests, and actively participate in regional economic cooperation. We should join hands with relative countries to accelerate infrastructure interconnection and intercommunication, and construct the "Silk Road" economic belt and the "21st-Century Marine Silk Road." We should speed up the implementation of free trading area strategy based on peripheral resources, expand trading scale, and invest and cooperation space, and construct a new integrated regional economic layout. We should continuously deepen regional financial cooperation, actively build the Asian Infrastructure Investment Bank, and perfect the regional financial security network. We should accelerate the openness of China's surrounding areas and deepen the mutually beneficial cooperation of surrounding provinces with peripheral countries.

　　We should strive to promote regional security cooperation. China is adjacent to multiple peripheral countries. Carrying out security cooperation is our common requirement. We should insist on mutual trust and benefit, equality and cooperation, propose the overall, common and cooperative security idea to push ahead security cooperation with peripheral countries. In addition, we should actively participate in regional and sub-regional security cooperation, deepen related cooperation mechanisms and increase strategically mutual trust.

　　We should strengthen publicity, common diplomacy, folk diplomacy and cultural exchange, and solidify and expand the social and folk basis for developing China's relationships with peripheral countries in a long term. The intimacy among countries is determined by people's willingness. We should promote all-around cultural exchange and continue the cooperation in terms of tourism, science and education, and different regions to make more friends. We should accurately introduce China's domestic and foreign policies, and well speak China's story and propagate China's sounds. We should connect China's dreams with the wishes of peripheral countries, such as living a happy life and creating beautiful regional development prospect, thereby rooting the sense of common destiny in peripheral countries.

　　Chairman Xi points out that policy and strategy are the life of CPC and of CPC diplomatic work. To do diplomatic work well, we should consider both domestic and international situations. The former is the "Two Centuries" objective of realizing great rejuvenation of Chinese nation; and the latter is to struggle for sound external conditions for China's stable reform and development, maintain national sovereign, security and development interests, as well as keep world peaceful and stable and promote common development. We should find the common and intersection points of interests, uphold right moral and profit ideas, and have principles, affections and morals to provide help for developing countries. We should promote reform and innovation in diplomatic work, and intensify planning of diplomatic activities to achieve biggest results. We should consider and plan diplomatic work comprehensively, properly organize and coordinate work in all aspects, and focus on the play of one's own advantages to better complete diplomatic work.
