On February 21,the First Working Meeting on  Ecological Civilization and Innovation of Environmental Management System launched by China Council for International Cooperation on Environment and Development (CCICED) was held in Beijing. Mr. Wang Yuqing, Chinese Co-chair of the TF and Chairman of Chinese Society for Environmental Sciences presided the meeting and more than 20 experts presented and had  in-depth discussion on the objectives, tasks and sub topics  of the TF. Mr. Zhao Hualin, Director General of Department of Planning and Finance of Ministry of Environmental Protection (MEP), Mr. Zou Shoumin, Director General of Department of Environmental Monitoring of MEP, Mr. Xia Guang, Director General of MEP Policy Research Center, Mr. Fan Bi, Deputy Director General of the State Council Research Office, as well as Chinese members and consultants attended the meeting and made comments and suggestions. Mr. Ren Yong, CCICED Assistant Secretary General and Deputy Director General of MEP Department of Human Resources Management and Institutional Arrangement, and Ms. Fang Li, CCICED Assistant Secretary General and Deputy Director General of MEP Foreign Economic Cooperation Office also be on  the meeting.

　　The objective of the TF is to propose recommendations to promote the national environmental management system reform and improve the capacity of governance. and effectively promote the environment quality improvement, ecological and environmental protection and ecological civilization construction, and environmental management strategic transformation based on the requirements of accelerating ecological civilization construction.

　　The Meeting discussed the research framework and implementation plan and summarized the opinions. It pointed out that the TF should be built on innovation and focused on the role of ecological civilization construction and environmental management system in the national social governance system, so as to back up environmental management transformation in the context of ecological civilization in the 13th Five-Year Plan.

　　The meeting decomposed the research tasks and to the teams were required to submitted the draft the implementation plan before March 8, so as to be prepared for the upcoming Inception Meeting.
