On February 27-28, the Inception and First Working Meeting of the Special Policy Study (SPS) on “Air Pollution Prevention and Control Action Plan Performance Evaluation and Regional Coordination Mechanism” launched by China Council for International Cooperation on Environment and Development (CCICED) was held in Beijing.

　　Mr. Tang Dingding, Deputy Secretary General of CCICED and Director General of International Cooperation of Ministry of Environmental Protection (MEP) presided over the meeting. Mr Zhao Yingmin, Director General of Department of Pollution Prevention and Control under MEP, delivered a special report on behalf of Mr.Zhai Qing Vice Minister of MEP. Mr. Xu Qinghua, CCICED Deputy Secretary General, Mr. Liu Bingjiang, Director General of Department of Total Pollutants Control under MEP, and Ms. Fang Li, CCICED Assistant Secretary General and Deputy Director General of Foreign Economic Cooperation Office under MEP attended the meeting and made remarks.

　　Totally 50 people attended the meeting, including Mr. Hao Jiming, Chinese Co-chair of the SPS, Academician of the Chinese Academy of Engineering, and Professor of Tsinghua University; Mr. Michael Walsh, International Co-chair of the SPS and Founding Chairman of the Board of the International Council on Clean Transportation, and the SPS team members , CCICED Chief Advisors supporting team, CCICED donors and partners, and media.

　　Following a presentation on the SPS, the meeting invited the experts and CCICED donors and partners to make comments on the research framework. Based on the comments, the meeting discussed and outlined the research content and plan of the SPS, and reached a preliminary consensus on the implementation plan.

　　CCICED Special Policy Studyon “Air Pollution Prevention and Control Action Plan Performance Evaluation and Regional Coordination Mechanism”  was designed  to build an indicator and method system for performance evaluation of the Action Plan and pre-assess the effects of measures under the scheme, and on this basis, develop the long-term targets for air pollution prevention and control towards the 13th Five-Year Plan and 2030. Meanwhile, the SPS would introduce the international experiences combined with the research findings, and propose the coordination mechanism for regional air pollution prevention and control and policy recommendations. The SPS report would be expected to be completed in October 2014and reported to CCICED Annual General Meeting scheduled for November 2014.In the end, the meeting agreed that the Second Working Meeting was to be held on May 26, 2014.
