Ladies and Gentlemen:
I am very pleased to attend the third meeting of the second session of CCICED.Since the fifth meeting of the first session of CCICED held in Shanghai in September,1996,Jilin Province has worked closely with is.Progress has thus been made by Jilin Province on clean energy and on the development and utilization of renewable energy in close cooperation with CCICED and with the Energy Strategy and Technology Working Group.I would like to take this opportunity to present a brief report on the cooperation between Jilin Province and CCICED as well as on the development of the biomass gasification demonstration projects in our province I hope that CCICED and every member present will continue to give us support in our efforts.
I. Scope and Content of Cooperation
Since 1996,Jilin Province has strengthened its links with CCICED and the Energy Working Group with the scope of cooperation expanding quickly. I have attended the meetings of the Energy Working Group many times and happily found that substantial progress has been made in many aspects such as generating electricity with wind energy, energy saving construction, building high-speed rail, as well as exploiting and utilizing biomass energy. In the course of sincere and effective cooperation with CCICED and the Energy Working Group, we have been deeply impressed by the academic attainments, practical working attitude and high-level performance of their experts. We benefit very much from attending the conferences, since each of them has a clear focused agenda. As a special observer,I attended the conference of the Energy Working Group of CCICED held in Beijing in January,1997,at which the project of generating electricity with wind energy in Jilin Province was discussed.After two years' of work, it has been launched in Tongyu County,Jilin Province.
In June of the same year, the Energy Working Group of CCICED organized another conference in Changchun with the main focus of the discussion on energy saving construction in Jilin Provine and the building of highspeed rail in Changchun City.The President of the Jones Foundation from the United States of America was also invited to attend the conference. He made a decision after the conference to commit $117,000 to the energy saving construction project and $0.17 million to the project of building highspeed rail.The two projects are under way,and on schedule.
In January,1998,the Energy Working Group of CCICED organized a workshop on "the Technology of Small Scale Biomass Utilization" in Changchun, exploring the possibility of developing biomass energy in Jilin Province. Right after the workshop, Jilin Province Party Committee and Jilin Provincial Government decided to make the project of developing biomass energy a priority project for the 21st century. They hope to improve rural energy structure, to develop county regional economy, and to speed up the construction of small townships through the development of the project.
In July of this year, the Energy Working Group of CCICED held a workshop in Changchun on innovative mechanisms for the development of renewable energy in China.
Both Chinese and foreign experts attending the workshop made an on-site observation of the biomass demonstration projects of Jilin Province, and discussed the innovative mechanisms for the development of biomass energy, and its combined supply of heat and power. They also made some proposals and suggestions with high academic, technological and applied values.
Ⅱ. The Development of Biomass Energy
Located in the world-famous black land belt known for its rich soil, Jilin Province is one of the major grain production areas in China and thus possesses rich crop stalk resources.Each year it has a planting area of 3.57 million ha and produces 45.36 million tons of crop stalk in total,of which corn stalks account for 38.49 million tons equal to 20.36 million tons of SCE.
For a long time, a large amount of crop stalk has been simply burned without being utilized effectively.The result has been that not only natural resources are wasted but also the burning of crop stalks causes air pollution which negatively affects the health of women and children living in the countryside.With the development of the rural economy,more and more betteroff peasants are eager to change the traditional fuel structure, to get rid of the old way of cooking with burning stalk, as well as to improve their life quality. The development and utilization of biomass energy is one of the few effective ways that can meet the needs of peasants for a change in the rural energy structure. This will not only reduce air pollution,but can also help turn rural solid waste material into something "less in amount,lower in harm ,and more resourceful in use." In addition, it will prove to be of great help to the protection of rural environment as well as to the sustained development of the rural economy.The significance of this endeavor can be farreaching for the improvement of peasants' life quality.
Jilin Province Party Committee and Provincial Government have attached great importance to the development of biomass energy,considering it a showcase project that bears a special meaning for the development of geologically and environmentally balanced efficiency economy .The provincial government has set up "Jilin Province Rural Biomass Energy Development Leadership Group" with 10 departments related to the work such as Jilin Province Planning Committee, Jilin Province Finance Department, and Jilin Province Environment Protection Agency as its members. I was appointed to chair the group. In close cooperation with the Energy Working Group of CCICED and with the support of related departments, Jilin Province took no more than two years to build two biomass gasification demonstration projects with different technological processes,different sizes and different methods of operation.
The first demonstration project was built in Shijiapu Township,Lishu County. It uses a downdraft gasifier and supplies gas for 200 households. This kind of gasifier can generate 1500~2000m3 of gas using one ton of stalk with the gas output at 200m3/h ,and the heat value at 5.0-5.8 MJ/m3(or 1200~1400 kcal).It can dispose 274.35 tons of com stalk annually. The project has been in smooth operation ever since July,1998, and has been well received by the peasants. The small-scale biomass gasification is just the right choice for most villages and townships with a number of merits including small investment, simple management, low expense and applicability.
Built by a limited company, the second demonstration project was located in a township west of Bai Cheng City, Jilin Province. It adopts the dry distillation technology with rice stalk and reed as raw material, each accounting for 50%. After being gasified, one ton of such materials can produce 300m3 of gas, 250-300 kg of charcoal, and 80-100k of tar. The project is able to produce 1.2 million m3 of gas ,821 tons of charcoal, and 300 tons of tar annually, and to supply gas for 3000 households. The high quality of gas and the high value of heat (reaching 15.6MJ/m3 or 3750kcal/m3) are just two major characteristics of the project. In addition, it has achieved the comprehensive use of natural resources, and the reduction of waste disposal. Supplying gas for 500 households nearby, the project has been smoothly run and well received. It is the best choice for densely populated townships close to cities. Its advantages include a high rate of utilizing biomass energy,producing heat value, and removing tar, as well as suitability for large-scale commercial production.
Through the construction of the two demonstration projects, we have found that there is a great potential for Jilin Province to develop and utilize biomass energy.We are now more confident than ever before about the development of renewable energy. However, the development and utilization of biomass energy in Jilin Province is still in its early stages, so there are practical problems of management and technology for us to solve. Our next effort should be to organize research and target missions around these problems, to formalize standards, and to explore a scientific management mechanism fit for different scale projects and organizational structures.
Ⅲ. Implementation of UNDP Project
With the support of CCICED, its Energy Working Group, Princeton University and China International Economy and Technology Exchange Center, Jilin Province has signed an agreement with UNDP on a CHP project that has now been launched. This project is funded by UNDP and UNF with $1.24 million and is matchfunded by Jilin Province with 17.02 million yuan.The whole project is scheduled for completion in three years. The end product of this project will be a CHP demonstration site using biomass energy resources in a rural area of Jilin Province with a clear view to disseminating the successful experiences so achieved to the world.
Following the project working procedure of UNDP, our Province has established a CHP project office with me as its head, and a vice director of Jilin Province Environment Protection Agency as the project manager responsible for the operation of the project.We have already formed a four-stage implementation plan for this meaningful project.
The First Stage of the project running from now to the end of this year will have as its central mission to the investigation, site selection, planning and design of the project.
The Second Stage is designated as the implementation stage of the project lasting from January, 2001 to June,2001 with a task to train people, decide an appropriate technological process, select equipment, build a factory, as well as to install and adjust equipment.
The Third stage is designated as the improvement stage of the project lasting from June,2001 to December,2001 with a task to improve the technological process and complete the summary report.The Fourth Stage is designated as the publicity stage of the project with the mission of publicizing and disseminating the experiences so achieved from this CHP project.
We have paid close attention to this project, as it is the first one on which we will work together with UNDP in the field of energy resources. We will select a good site, make a well thought out plan, and form an effective organization so as to make sure the project can be completed as scheduled. In the past three years, the links of exchange and cooperation between Jilin Province and CCICED have been greatly strengthened. We are grateful to every member of CCICED for his and her genuine support given to Jilin Province, and particularly for their effort in helping Jilin Province to establish a relationship of cooperation with UNDP.I believe strongly that the establishment of this UNDP project will greatly facilitate the process of the development and utilization of biomass energy in Jilin Province.At present, Jilin Province has achieved a good beginning in making the best of biomass resources in its rural areas. This effort can be of great help to solving the problems related to the protection of environment, the comprehensive use of natural resources, and the improvement of women's social status. Over the past three years,CCICED and the members of its Energy Working Group have done a great deal for the development and utilization of biomass energy in Jilin Province. Mr Johansson, Mr. Williams,Mr.Xie Zhenhua, Mr.Zhang Kunmin,Mr.Yang Jike,and Mr.Ni Weidou have all visited Jilin Province many times on their observation tours. I wish to take this opportunity to express, on the behalf of Jilin Provincial Government, our sincere gratitude to them for their support and cooperation. Jilin Provincial Government hopes with sincerity to further strengthen its links with CCICED, to add new cooperative contents, to expand the scope of cooperation as well as to advance the level of cooperation. Let us work together to create a bright future.
