Open Forum 2: China’s 12th Five-Year Plan: Addressing on Urban and Rural Green Development

  On Nov. 12, 2009, the 2009 Annual General Meeting (AGM) of CCICED held an open forum on “China’s 12th Five-Year Plan: Addressing on Urban and Rural Green Development”. The forum was co-chaired by Mr. Li Ganjie, Member of CCICED, also Vice Minister of MEP and Mr. Achim Steiner, Member of CCICED and Executive Director of UNEP. Participants of the forum included Mr. Klaus Töpfer, CCICED Vice Chairperson, former Executive Director of UNEP, Ms. Wang Jirong, Vice Chairwoman, Environment Protection and Resources Conservation Committee(EPRCC), NPC, Council Members and Task Force Co-chairs.

  Participants had extensive dialogue and exchanges on how to coordinate major issues on energy and development in China’s urban and rural development while preparing the 12th Five-Year Plan, which might serve as a green plan for China’s strategic transformation for a long-term and sustainable development. The meeting specially invited officials from MEP, Ministry of Science and Technology, Ministry of Agriculture, Ministry of Housing and Urban-Rural Development, National Energy Administration, experts and scholars from Chinese Academy for Environmental Planning, Institute of Geographic Science and Natural Resources Research, Chinese Academy of Sciences, China Academy of Transportation Sciences, Tsinghua University, Renmin University and Chinese Academy of Agricultural Sciences.

  Participants listened to the speeches made by Mr. James Leape, Director General of WWF, Mr. Wang Jinnan, Vice President of Chinese Academy for Environmental Planning, Mr. Corrado Clini, Director General of Sustainable Development and Research Department, Ministry for Environment, Land and Sea, Italy and Ms. Wang Jirong, Vice Chairwoman of EPRCC, NPC. Speakers underlined how to integrate the concept of green development into China’s 12th Five-Year Plan, to achieve the supporting and service functions of ecological systems and develop ecological civilization. Participants further explored issues on how China should coordinate rural and urban development, address the dual economic structure and the problem of farm, farming and farmer that have long constrained China’s social economic development and challenges in promoting green and sustainable development in urban and rural areas.

  The discussion of the forum was reported to the AGM and some of them were incorporated into the Policy Recommendations to Government of China.
