Li Keqiang, Member of the Standing Committee of CPC Political Bureau, Vice Premier of the State Council and Chairman of CCICED attended the opening ceremony of CCICED 2012 AGM in Beijing on December 12 and gave a speech.

　　Foreign representatives gave their speech on how CCICED Phase V could better contribute to China's cause of environment and development. After that, Li Keqiang gave a speech. He said, the world attaches importance to environment and development and China is taking active action. The 18th National Congress of CPC identifies the blueprint for future development and put the development of ecological civilization at more prominent position in modernization.

　　Li Keqiang pointed out that ecological civilization originates from reflections on development and is the uplifting of development. At present, there is a slowdown of the eco environment degradation trend in China. However, insufficient resources and limited environmental carrying capacity are still the “short board” of development. The development of Xiaokang society in an all round way requires us to continuously develop industrial civilization, vigorously carry forward ecological civilization, break the bottleneck of resources and environment, explore new path to transformationary development and develop modern China with ecological progress.

　　Li Keqiang said, environmental problem occurs in the process of development, it should be addressed in the process of development. Good eco environment is the wealth that people cannot buy or borrow. It will not do to have beautiful mountains and waters but living in poverty, nor will a Xiaokang life but with environment degradation. Only when we put development on the bases of sustained resources and environmental carrying capacity can we have good life today without worry of tomorrow and achieve sustainable development. Expanding domestic demands is the basic strategy for China's development. The new industrialization and urbanization that we will achieve must be the industrialization and urbanization in the age of ecological civilization. The application of renewable energy, or energy saving reform of buildings and development of photovoltaic industry gives birth of market with unlimited prospect and brings about large scale ecological industry. We will take energy saving and emission reduction as important tool for structural adjustment, innovation and transformation of economic development mode and accelerate the development of circular economy, energy-saving, environmental protection and low carbon industries. The investment in ecological conservation and environmental protection will reach 3.4 trillion Yuan in the “12th Five-Year Plan” period. It is expected that the installed capacity of solar power generation in China will reach 50 million kW by 2020.

　　Li Keqiang said, people wish living and working in peace and contentment with more income. They also hope an environment with blue sky, green land and clean water. We should mobilize the strength of all stakeholders to prevent and control pollution, solve all new environmental problems in time, address old environmental problems as many as possible and provide more ecological products. China has carried out PM2.5 monitoring in Beijing-Tianjin-Hebei, Yangtze River delta and Pearl River delta, all municipalities and provincial capital cities, made public the monitoring data and strengthened the control of PM2.5. It is expected that we will gradually obtain achievement with our efforts of some period. The home with beautiful eco environment needs joint efforts of the people for its development. The whole society should improve ecological awareness and create good atmosphere. Every one should do from himself and things around him. Bits of environmental protection conduct will converge into vigorous strength for the development of ecological civilization.

　　Li Keqiang pointed out that reform and opening up is the only way for development and strong momentum for modernization. Promoting the development of ecological civilization needs reform and institutional innovation. We should accelerate the reform of price, finance, taxation, monetary, administration and enterprise; improve the systems such as compensated use of resources, compensation for environmental damages and eco compensation; improve assessment, examination, rewards and punishment as well as accountability mechanisms; strengthen legal development; employ system to encourage and constrain enterprises; employ laws to regulate and standardize conducts so that the biggest “dividend” of reform will be more reflected in the development of ecological civilization and scientific development.

　　Nearly 300 people attended the opening ceremony including Chinese and International Members of CCICED Phase V, Chinese and international experts, officials of relevant international organizations, heads of relevant departments and local government of China and entrepreneurs. Mr. Zhou Shengxian, CCICED Executive Vice Chairman and Minister of Ministry of Environmental Protection chaired the opening ceremony.
